Participation and attendance

Track enrolment, attendance, retention and transitions between early learning, school, vocational study and tertiary education.

Learning and achievement

Use multiple learning measures over time and document changes in assessment, curriculum, cohort coverage and reporting.

Teachers and learning environments

Examine workforce supply, class and service capacity, school condition and access to specialist support across regions.

Equity, cost and pathways

Assess barriers, student and whānau costs, accessibility and pathways into further learning and work, disaggregated where sound data allows.

Actions and outcomes to document

For each government period, distinguish policy intent and announcements from funded, implemented changes and evaluated outcomes.

Evidence to consult

Use source reports and data tables directly; include publication date, the learner population covered and any known breaks in series.

Source links are starting points, not citations for an outcome claim. Add exact supporting reports and explain the comparison method before reaching conclusions.
